I think that working alongside them you can glimpse that something is not right. Situations like Doflamingo's in which there is something that doesn't really make much sense.
I mean, we are talking about the highest level of the Marines anyway.

Also, Imu seems to be much less secret than what it seemed: the HK's know him too, Dofla knew him (somehow) as a simple CD, and now a bunch of people do.
