Teach is Xebec's son and has inherited his will. Even if Buggy isn't also Xebec's son, the resemblance between their bounty posters is uncanny. Like the Rocks Pirates, Buggy leads a crew that doesn't truly see him as their captain. Luffy is a charismatic captain who can make allies with anyone, a power that Mihawk considers most formidable. The Pirate King stands above all the other kings who pursue that dream.
Whitebeard and Mihawk both hold Sekai Saikyō titles and have Supreme Grade blades. They represent the peak of power within their respective groups. Perhaps Whitebeard was even stronger than Xebec, if not during his time with the Rocks Pirates, then later in life. Both want a simple life despite their strength, as the Pirate King title does not interest either of them. Zoro was mentored by Mihawk and is the future WSS. He also embodies strength since we consistently see him training more than anyone else. All three are said to favor alcohol: alcoholic beverages for Whitebeard, red wine for Mihawk, and sake for Zoro.
Shiryu feels more like Shiki to me than Whitebeard, despite being the No. 2 in his crew. Shiki's former epithet, 'The Wicked,' along with being a scheming swordsman, fits Shiryu's vibe well. Crocodile, like Shiki and Shiryu, was imprisoned in Impel Down and is a schemer. Mr. Prince, and both Shiki and Sanji have colors in their epithets: Golden Lion and Black Leg.
Stussy had the epithet of 'Tech Bandit' and is money-oriented. Devon's draft design had cat ears, and she seems to collect beauty. Alvida is obsessed with beauty, and her Devil Fruit made her noticeably beautiful. Nami is a money-driven thief with the epithet 'Cat Burglar.'

Only BB parallel Rocks
Will need to have a crew with each members have captain mentality and strength to aim for the highest, almost all if not all conquere user, and that only fight for themselves and their own bargain.
Ppl throwing like SH, BB,Cross guild etc are next Rocks crew....
Nah, nobody can parallel Rocks crew, the closest one would be all Warlord and some SN join together, but they'll be just bootleg Rocks crew at best....plus that won't happen anyway

So you believe that Xebec parallel is not his son, a D who has shown goals and rivalry with the protagonist of the manga, who resembles Xebex in everything up to even his goals, but Buggy, whose underlings were happy to be called government's dogs for years.

There is also the aspect of the recruitment method being unconventional and the general crew harmony being kinda driven by individual selfish goals. The quality though is like heaven and earth. Rocks top guns were charismatic guys who later on went on to make huge names for themselves. BB top guns don't have the charisma to be huge personalities like Shiki or WB
