Underwhelming is clearly big mom.
She went from unbeatable witch-goddess to meme.
Overwhelming i would say Luffy, or maybe Yamato
After WCI Big Mom was depicted as unbeatable, come on. The best they could do was push her away with 0 damage.
It is stated, again and again, and again, that Assmirals cannot face nor fight with Yonko as a political statement.
Why are you guys still pushing this narrative that assmirals are acting out of fear and not out of simply orders, written black on white?

Honorable mention to underwhelming character is Greenbull. He came and became a clown.
- Luffy, his big boys and Sanji were watching him vs Scabbards like
Luffy even went as far as to watch all these while eating and laughing
Truly a clown fight indeed.
- Then Greenbull basically admitted he wouldn't have come if Kaido was still around.
- As if things is not bad enough yet, finally there is the legendary wifi diffed moment.
People expected the last shown Admiral to have a cool debut, only to see a circus monkey.

Overall its a 50/50 i dont blame people for calling him that cause i overall do as well since my expectation was higher but i understand if some people say he was ok due to the feats in Zou
Jack has the endurance to fight long but the Crackers Biscuit Army is waaay stronger than the sulong Army Gear 4 Luffy had literally problems. Cracker>Jack overall the only Aspects in which Jack is stronger than Cracker is durability and endurance
