Due to Roger not being labeled as the world strongest swordsman nor Whitebeard or Oden or Rayleigh or Shiki. I believe titles are made from withholding a great reputation.
Similar to how at the start of the Oden/Roger flashback, Roger was labeled as "Great Pirate" and when he conquered the world. He was later known as the Pirate King.
Or how Buggy was granted a warlord status due to being an apprentice on Roger ship and being one of the key players to break out of Impel down.
Or how Kaido reputation of being the WSC is due to him being unkillable but he had 7 defeats and got captured 18 times.
So I wouldn't be surprised if it due by Hawkeye's reputation of being Shanks rival. Hawkeye was granted the title of WSS by the world government when he became a warlord. Therefore I dont think there was a previous WSS because it should be related to Roger in someway because he was a swordsman.

So he isn't actually WSS? Then what about Zoro's dream? How will he achieve it if Mihawk isn't actually WSS?
And by WSS I mean the swordsman who can defeat every single other swordsman on the planet. Remember that Zoro HAS to defeat swordsmen to be better than them. There's no other option. There's no arc where Zoro has done anything beside beating the other swordsman to prove he is better than them... Zoro is NOT a better swordsman than Fujitora since he got owned by him even though he cut something bigger than what Fujitora cut in the while arc... Zoro IS a better swordsman than tashigi in loguetown since he beat her even though he pulled off that sandai kitetsu trick, he still had to actually beat her to show he was a better swordsman... Zoro IS NOT a better swordsman than Kaku in Water seven when Kaku laid his ass out but he is a better swordsman than him in Ennies Lobby when he lays Kaku's ass out even though Kaku still has better training, more techniques, an actual four sword style, Rokushiki and even added on a devil fruit, none of that shows he is better than Zoro since Zoro beat his ass
What I'm saying is for Zoro the WSS is the one who can beat every other swordsman as shown for the last 1000 chapters... for example, This isn't a kendo tournament type situation where the number of critical hits decide who the better swordsman is since Zoro vs Daz bones has Zoro take way more hits than Daz bones but Zoro is still the winner since he KO'ed Daz and thats all l l that matters... the person wins the fight... So if Mihawk's title doesn't work the same way then what does that say about Zoro's dream? Is Zoro's dream a lie or is Zoro going to have to beat Shanks too to accomplish his dream?

So as per the story so far, Zoro can ONLY prove he is better than Mihawk without fighting mihawk by fighting a person who has been proven to be able to defeat mihawk already.
Get it? We either have to see Mihawk get defeated by someone or he has to say that he can't defeat someone and then Zoro defeats whoever that someone is and then yout can say Zoro is stronger than Mihawk.
Now given there's this man stronger than Mihawk somewhere and so Mihawk isn't actually WSS, why does it matter if Zoro fights this other man who is stronger than Mihawk? Remember if Mihawk isn't definitively stronger than everyone then there's no guarantee that there isn't MULTIPLE PEOPLE stronger than him... Like lets say Fujitora was actually stronger than Mihawk, then what's exactly stopping that Bald Gorosei guy from being stronger than Fujitora and what's stopping Shanks from beig stronger than that Gorosei guy and what's stopping SOME OTHER RANDOM GUY from being stronger than Shanks. Like since the actual title of WSS NO LONGER tells us accurately who the actual strongest swordsman is, literally anyone can now be the actual strongest swordsman... Even a character who's not been introduced can be... Like Seriously, even if it's revealed that Shanks is the WSS, why should we believe the narrator? The title has just been proven to be and lie for 1000 chapters so what changes if and fake title passes from one person to another, it doesnt stop being fake... There can still be another random somewhere who could be stronger since the title no longer matters

And let's say shiliew defeats Mihawk, then theres still Rayleigh, Shanks, The Gorosei guy, big mom who are still swordsmen so Shiliew has to be considered stronger than all these guys in to have the title since Mihawk is considered stronger than all of them already
