Harald wanted Elbaph to be part of the WG, while Xebec was against it. Some people might said Harald was wrong simply for what happened to his life. But, I will say what Harald did was logical. Elbaph was in crisis, and no other country wanted to exchange trade with Elbaph. Harald didn't want to be barbaric and invaded other countries for resources. Joining WG would give more benefits for the country. What Harald did was not perfect, but it makes sense

Both were flawed but Harald was logical in the foreseeable future and with limited info. He didn’t know that he was working with literal demons that would strip away their autonomy. It’s like if a closed off country is deciding between joining the UN or staying closed off. Joining hands with Xebec was the better choice but it also meant waging war against the entire world. That was crazy talk. Only us, the audience, have access to all info.

Neither was wrong... Harald was just naive in trusting the WG, he had good intentions... Xebec knows that WG will take advantage and he believes that to fully spare Harald and his country from that fate, he needs to make him turn against WG as well...

I would slightly move towards Harald side.
Xebec was upto no good.
All he ever wanted from Harald was his strength + Elbaf Nidhoggr DF. Remove that from the equation and harald becomes useless to him now.
Xebec was selfish, and even if I were to assume he wanted to throw away WG, He was just going to replace the ruler not the system, he would still rule like a violent ruler.

Whereas Harald wanted safety not for himself but his people. Wanted to save them from crisis and years of violent barbaric natured shoved down their throat.
He didn't wanted to allign with WG either he only stepped in when WG started to stop their trade and stuff.

In the end, Xebec failed.
Harald though dead, but Elbaf became what he wanted it to be.
