Sengoku become a recruit 56 years ago along with Garp and Tsuru. So they either were barley recruits at the reverie or not yet recruits at the reverie.

I assume the latter cause this feels more like what likely caused the recruitment

I figure Oda is using name of Monsters from old classic movies. If Kong really was an admiral at that time and his name is half of King/Kong, then my guess the other two might be also pulling names out of the name of a monster. The names could be God/Zilla the one Xebec defeated as if he slayed the God and Behe/Moth.
