Garp act like he is retired but if he showed up somewhere by surprise, it would ruin things for anyone. As we see in Marineford battle when people think he won't fight, he suddenly attacks Marco and changes the battle:

Sengoku is like that too, if Oda doesn't remove him, if he shows up in a critical battle the things would change, so I believe Oda needs to remove Sengoku as well.

But who will remove him?

Seeing how this yonko crew is actively getting Marines killed and are antagonizing the marines which no yonko crew has ever done before it does.

Cross Guild isn’t like the other yonko crews who are sitting in their empire doing nothing all day; they’re turning the world against the marines. They’re much more dangerous to the marine system than any yonko crew from the great pirate era. Hell, we have Sengoku himself saying something needs to be done about them after the death of T-bone was reported
