The answer is either Burgess or Lafitte.
Lafitte is a good candidate, but the fact is that Sanji's main fights have always been, in the large part, against gag-type characters:
- Mr. 2
- Jabura
- Absalom
- Wadatsumi
- Queen
with the only exception represented by Kuroobi.
Lafitte seems too serious and cool as a character, so I think Burgess is just more fitting.

I like your match up, only curious why did you say 'dream match up' for Brook vs Vasco?

Mine prediction:
Luffy vs BB (obviously)
Zoro vs Shiryuu (swordsman reason)
Nami vs Devon (Nami always have lady versus)
Usopp vs Augur (Sniper fight)
Sanji vs Pizarro (related to Germa 66 domination hatred at North Blue)
Chopper vs Doc Q (Doctor versus)
Robin vs San Juan Wolf (reflect to Robin vs Yama of skypiea)
Franky vs Vasco Shot ( Cola vs Alcohol)
Brook vs Lafitte (Hypnotic versus possiblity)
Jinbe vs Burgess ( there's a reason for Burgess eat Strong-Strong DF, which is to give power up against Jinbe)
NOBODY vs Kuzan because Garp will take down Kuzan at cost of his own life, which further evolve Coby as stronger will fighter at EoS arc.
Because Lafitte has been shown as brain of the operation and probably he adds up mysterious aura about it. He is similar to sanji.

It can still be pizzaro with all north blue saga over again but it seems oda likes to parallel right hand mens.

For blackbeard its shiryu and lafitte they have always been shown together .

What’s the thematic reason? There’s a reason someone connected to Sanji is in prison and Lafittes known for brutally beating prisoners
He was shown acting as Teach’s advisor this chapter and Nami had that same dynamic with Luffy. Lafitte is shown to be one of the only Titanic Captains who genuinely respects Teach, and Nami’s loyalty to Luffy has been emphasized a lot recently. Lafitte’s a former sheriff and Teach’s navigator while Nami is a former thief and Luffy’s navigator.

Pizarro's a corrupt king from the North Blue and that could hint at a connection to Judge. Though admittedly we know basically nothing about him as of right now

Honestly a corrupt king that mentioned slaves last chapter fits more for Jinbe thematically as his dream is based on equality of all races and an abolition of slavery.

I don't mean to imply that Sanji isn't loyal to Luffy, but for Nami her growing faith in Luffy has been part of a character arc for her. Like, that moment where she said Luffy would be the pirate king to Ulti was meant to be a callback to Bellemere's death

Sanji acts more like a chief of staff imo. There’s a reason why when the crew separated Sanji was the captain in Luffys stead in Dressrosa, and even earlier pre timeskip in sabaody.

Pizarros uniqueness comes from his epithet of a corrupt king, it’s corrupt leaders of the world government that is the main antagonist of Jinbes dream of equality so Jinbe fighting a corrupt king is a nice connection to that part of Jinbes character. Especially since racism was what oda focused on in Jinbe vs Who’s who I have to believe oda will continue that theme to Jinbes future fights

Laffitte and shiryuu are prominent figures of blackbeard pirates .

It has to be lafitte no doubt in it .

Pizzaro is also another candidate i see but after his devil fruit reveal i am not sure about him now he seems like an opponent for Robin/Franky

Jesus Burgess - I expect he will fight Jinbei most likely

Vasco shot - He will fight brook no doubt about it dream match up for him.

There’s also the solo missions such as Sanji on the sea train and Lafitte in Mariejoa

The thematic connection of Sanji closing the gates of Justice for the straw hats and Lafitte opening them for the Blackbeard Pirates

And Pizarros still may not be a king, but his pirate epithet and his design still gives the thematic vibe of a king
