When it was revealed that Hajrudin was a son of Harald, it looked certain that he would succeed his father. Loki was portrayed as purely evil. That changed. He would rather die than join the Celelstial Dragons. He might end up as an ally of the Strawhats. So I now think he is the favourite to become the next king. I guess Harald could still be alive somehow. Jarul is currently the regent.
