Since Cavendish literally had to beg and plead for Bartolomeo to protect him from Gladius’s explosion with his barrier

Base Cavendish is a genius and wasn't seriously pushed/nor went all out once throughout Dressrosa.
He has good speed (blitzing to protect Robin and Law) and attack power (carving up the plateau via flying slash) and intelligence.
The barrier moment isn't a blemish.

Cavendish was bored by Gladius's attacks and was obstructed by Bartolomeo being a fool when the fight was really getting going

Roger's crew doesn't have just 13 members.
Oda simply introduced the 13 members with important roles on the crew so there isn't really a 13 -> 13 parallel here.
Luffy will most likely have a total of 10 subordinates so there is only one more spot left.

Vivi didn't join in the first place because of her royal responsibilities to Alabasta, which now that Cobra is dead is even more important

She can let the other bums lead, now that she's been with Morgans, she should be gathering more info that can help the crew. They lack an Intel gatherer/provider so she fits that role.
