SH won't have a Commander (who commands others and higher rank) because everyone beside Luffy is equal. That's what friendship is.

If the context is "who is the 3 strongest beside Luffy", then it is obviously Zoro Sanji Yamato.

Not Jinbe. This is even more evident canonically by having Jack be fought by others, he is the placeholder for Yamato.

If the context is who people listen to beside Luffy (not combat scenario), it's Nami and Vivi.

Since the timeskip Oda has refused to give the number three of a group of enemies to a mugiwara, but he also did that to the second until Sanji was ready for it. We must wait until Elbaf to know the result.

It is also likely that Greenbull will be destroyed in a month, or that this class of enemies will be left for story characters outside the crew (as happened in Dressrosa and Wano).
