Him beings Papa Shanks is just fan theory it was never proven to be true
When he was younger his only know feats is being the best at hunting weak powerless civilians
He's definitely above the other holy knights but that doesn't mean he's some hot shot super powerful dude

There is not much garling can do. Gorosei/Admirals/Imu ; the WG are already stacked and the alliance don't have that many top tiers. Luffy/Zoro/Sanji/Sabo/Dragon/Law/Midd/Yamato vs 5 gorosei/Imu/4 admirals.
It makes sense he fights shanks as he is connected to him. Or BB kills him or dragon beats him. He is not that much imp.

Xebec has noriety and hype to back up his strength
Lead a crew that birthed 3 yonko and shiki who imo is on par with admirals
Garp and Roger had to team up to beat him and his crew
Personally I think Garp was the one that finished the fight
But Unlike Garling whose only claim to fame is killing civilians
Xebec was putting in work and was referenced multiple times to be powerful

But Oda didn’t have to write Garling into the story at all, much less build him up as an important character. I think that him fighting Teach would give him an important spot in the narrative. Garling has history with Xebec, who is clearly Teach’s idol. We know that the grand prize of God Valley, which apparently was even more valuable than the Seiryu DF (one of the strongest Mythical Zoans and therefore one of the best DFs in existence), was stolen from Xebec by the CDs. Garling was declared the Champion of God Valley, so he should have won whatever this grand prize was. There’s no hard evidence yet, but it would make a lot of sense imo if this grand prize was a “Moon God” DF, which would be on par with the Nika DF and therefore > the Seiryu. It would explain why this thing was so valuable to both the CDs and Xebec, and further juxtapose Teach as the anti-Luffy, as was clearly laid out in his introduction.
He can be a fraud but the chance of it being the case is extremely small. Oda is a shanks glazer and garling is related to shanks and most likely his father if not his uncle. High chance he is a top tier. Anyways we shall see.
I never thought about him in depth. Maybe but I will say not to have high expectations. Gorosei are more than likely > garling and BB can get more hype by killing a gorosei than garling.
