And theres a chance that the sea kings mightve talking about iceberg or someone related to tom like kokoro tom’s wife in which he will ask iceberg to fix it!
2. unknown race of fishmen - perhaps the sea kings was talking about a race of fishman who can talk to sea kings. Just like the wano created the great swords and the one who made the poneglyphs. What if theres a race of fishman who built the noah? Wano and this unknown race of fishman was connected before and noah’s has a purpose in the upcoming war that would come and eventually the seakings ask this fishmen probably by now to fix it.
