The thing is that there's no such thing as being "built to be a fighter" and I use the counterexample of Marco because being the doctor of the crew didn't stop him from being the strongest after Whitebeard. Sanji not only is the cook but the guy taking out a Kuroobi, a Jabra or an Absalom, and who knows what will happen in Wano.
Marco was also the first to join WB, Sanji was the 5th to Join the SHs dont you think if they wanted to make sanji a VC/2nd in command he would have been the 2nd one to join the crew,
Sanji and Zoro have been portrayed as rivals with Zoro always being Slightly stronger, I think this arc we're going to see the real gap in strength

I don't think they wanted to make him 2nd in command nor that he's stronger than Zoro. I'm only stating that he can be both a cook and a fighting beast and there's no such thing as being built to be a fighter. The only difference between Zoro and other characters as strong or even stronger than him that do have an additional role is that Zoro doesn't know how to do anything other than fighting.
How this is even a question?
Zoro will likely take out a Flying Six and a Calamity, and he will deal Kaido a fatal wound. He's guaranteed to have a 1+ billion bounty after Wano.
If he saves the prostitutes like he wants to do now, I can see Sanji improving his bounty from 330 million to 340 million, though.

sanji has done/tried a lot of things that piss off/stop the main villain from doing something
and most of these the marines don’t know about they didn’t know about sanji defeating mr2
that’s why sanji was always behind zoro in bounties but after wci i can see three things happening
- calling mr0 in little garden
- saving the crew and smoker in alabsta
- saving ussop and nami and sabotaging enels ark tho he fixed its worth mentioning none the less
- getting on the water7 train
- opening the gates of justice in eneis lobby
- saving tashigi in ph and stopping vergo from killing her
- stopping doflamingo and bigmoms ship when they came after the crew in dressrosa
- zou and wci
that’s why sanji was always behind zoro in bounties but after wci i can see three things happening
- sanji having a higher bounty than zoro was just a 1 time gag and was played for laughs
- sanji and zoro will have a closeer bounty from now on
- sanji is going to get a higher bounty than zoro from now on with every time the difference increases
The way wano has gone so far zoro and sanji have gotten more action / focus than any of the other strawhats, their names are known throughout the capital more than any of the other crewmates. Zoro has defeated more fodder than sanji in this arc I will say that. But so far the competent people they have clashed/fought with have been on a similar level I would say. Sanji has foguht/clashed with 2 Tobi roppo : Page One and X Drake, Zoro has fought/clashed with Hawkins, Killer and Denjiro. There hasnt really been that big of a gap between the people they have fought in this arc.
