Sanji is clearly getting CoC: IMO, it's a mindset thing for him. Sanji has too much self doubt. That's what separates him from Luffy + Zoro: both of them explicitly love their families/homes.
Luffy treasures the Mountain Bandits like Dadan, his brothers Ace and Sabo, and his crazy ass grandfather Garp, as well as Goa Kingdom. He had a blast growing up there in the wilderness.
Zoro loves Shimotsuki Village, and is so beloved by the village that now the children of the Dojo/Island are all learning 3-Sword Style, much to Koshiro's chagrin.
Sanji grew up with Neo-Nazi eugenicists, was trapped in a prison cell with an iron mask, and had his own brothers beat him up while imprisoned, smashing metal bars in the iron mask his own father forced him into.
This is the one common theme between these four individuals: family problems.
Buggy always felt like he was lesser than Shanks in Roger's eyes.

Usopp is so down bad his Dad was trying to duck him after Shanks wilted Lettuce, Buggy is just living his worst life right now, and Sanji has been getting kicked around by Oda and the fanbase since Whole Cake.
Since Oda teased Nami's CoC post Wano in the start of the Egghead arc, and we are currently dealing with captured children, when Nami's character focus involves kidnapped children... I think Nami will show Adv CoC here. Keep in mind Gyaban hasn't seen Nami fight.
IMO something that happens to Ripley/Colun will trigger Nami's mama bear instincts, and lead her to pop off. I think Sanji gets CoC after this, possible inspired by Nami, and then Usopp, then Buggy.
Buggy is a Shanks foil, and his speech about going to Laugh Tale was a true change for him: Buggy was openly brave/not lying for once. He really wants to be King.
Nami getting CoC will also inspire Usopp: Nami having Adv CoC elevates her firmly out of the Usopp tier (which Chopper isn't in, BTW, as good luck telling me that Usopp can wrestle Queen like Chopper did, when Usopp couldn't even flee from Page One functionally)
While Elbaph does love women, it is clearly a masculine culture; Usopp, the "Brave Warrior" seeing Nami, a woman, get Adv CoC will lead Usopp to become a giant incel

LOL, JK, the, yeah, Nami, who has constantly been portrayed at near Usopp's power level through the series, getting Adv CoC will really fuck with Usopp's head. Sanji's already a beast without CoC, he just needs to for the real top tiers and their regen hax; Usopp once again lost to Page One, handily.
Will be interesting to see Usopp's reaction to Zoro getting CoC, too.
Since Elbaph clearly allows women to be warriors, Nami developing more into a warrior in this arc makes a lot of sense. Nami and Usopp really need to get their shit together, they were bad baggage in Onigashima at times. Sanji's already powerful enough, and Buggy has this weird charisma + luck that just makes him being around super useful.
