Neither will get it before Law. Assuming all 3 get it, probably Sanji.

I can’t take CoC seriously as anything other than a Luffy hype unless Law or some other secondary character besides a Straw Hat or Straw Hat antagonist gets it. At least Kid and Zoro have it. But Luffy used aCoC only to immediately use Awakening afterward to defeat Kaido, so how important is it really?
