Garp. Coby had his bounty huge inflated because of Hero title. Imagine Garp being a legend of Marines.

Coby similars have bounties of 1 star only(100mi) so he got 5x boost for being a Hero.

I estimate VAs being around 3 stars and Admirals 5 stars(maybe 10? But pure speculation). I would estimate Garp to be 15/25 stars.

Defeated Rocks alongside Roger.
Was offered promotions to Admiral multiple times (so the "Akainu is FA though!" excuse can't be made).
Defeated Chinjao.

In that case Crocodile, Lucci, Doflamingo, Cracker, etc. were never defeated, right?
And Sakazuki also never defeated anyone, besides Ace who sacrificed.

Top Tier fight and Akainu ate a gura punch to the back of the head and it did nothing to him.Had Sakazuki landed his punch cleanly,he would have blown his head off.WB was the weakest top tier in Marineford.He only temporarily took out Sakazuki out of the fight because the admiral fell into a chasm.
