The most likely is that Oda didn't think about that and ''vomited'' Marco's bounty without a second thought but yeah you are right about it being more likely than not getting an increase.

He probably wanted Marco and King to have around the same bounty, but ngl, why would pre war Marco have a bounty higher then King, aside from boosts from Whitebeard? He's more of a supportive type guy, not someone who could be considered like a calamity wiping out entire towns etc....

The war probably helped distinguish him from the other WB commanders since he did well, but before that, idk.

It makes sense, I can see Ace having a bigger bounty since he seemed more like a ''troublemaker'' (500m iirc)
