Bro might have deadass been weaker than Caesar

Caesar was, ultimately, the main antagonist of the arc. He also took out Luffy at first via his DF hax. His purple gas was also pretty busted.

Caesar had worse physical stats and maybe Haki too but his hax was busted as shit. Not sure if Vergo, a guy who fights solely at close range, can defeat a guy who can just remove the oxygen in the area and force yoi to fight at mid range.

Sanji was worth less than 200 mil in PH. Law was only worth 500 mil post dressrosa.

It’s very likely Koby will be valued in the 1 billion range after breaking his arm.

CG doesn't operate like pirate bounties, they usually only get updated for promotions.

The Marines had Intel on Luffy post Dressrosa, and for most of the pre TS. They pretty much had no idea how strong post TS Sanji was, when they gave him that bounty. And the Luffy who needed help against Cracker went on to be considered on Katakuris level by the man himself, who is worth 1 billion. The m3 did not come out of the time skip weaker then vets/TR, which is why none of them seriously fought any, and moved on too main commanders once they started seriously fighting people.

When half the crew was off the island, lol? Also, the comparison is disingenuous. Threat to who? Kuzan and Shiryu were threats to Garp, while Pizzaro was a threat to fodder marines
