As I said...the Impel Down escapees will find their own way to Cross Guild. They will have no other option because the world is already aware of what Cross Guild is and what they are doing.
As for what Cross Guild might do, I think they will pick up the remaining Road Poneglyphs starting with Totto Land. Crocodile will negotiate with Katakuri about the Road Poneglyph and Katakuri will hand over a copy if they agree to invade Wano and rescue Linlin or what's remaining of her, with the bigger picture involved of Katakuri being aware that he needs Linlin in order to take Pudding back. This allows Crocodile to invade Wano and what else is on Wano? The Pluton!
Not only would this allow a cooperation between Cross Guild and WCI, it would coincidentally bring Crocodile closer to one of his previous hidden goals. I am a believer of the idea that Crocodile has to be there once Pluton awakens.
Like I said the Impel Down escapees will be fine on their own. I personally think that there will be even ex-whitebeard commanders who lost during the Payback War. They will be easily able to guide everyone to the New World + Sphinx Island seems even to be close to Wano.
It is not far off that the link up will happen under these circumstances.

Holy Knights invade Elbaf in the New World (making their move)
Revolutionary Army makes a counter move on Impel Down to create more chaos on the seas. (They are still in the Paradise Half)
Cross Guild is still in the New World, they need leads to Lough Tale and a gameplan.
Cross Guild might cooperate with Tottoland in order to gain Linlin as an ally.
Wano will be invaded in order to pick up Linlin. Also Pluton awakens.
The Impel Down escapees arrive, everyone witnesses what happens with Wano.
The Cross Guild will obtain their Road Poneglyph copies alongside new allies and the race for the final Road Poneglyph and Lough Tale begins.
I even just made a thesis on how all of this can happen during the first half of Elbaf and it could be supported by Yamato's cover story.
I am firm believer that Cross Guild will stay in the New World. There is something to witness and gain here. The revos will close all open plot threads revolving around Impel Down and Alabasta in the Paradise Half and that's it. The whole focus will shift to the New World.
