I think there are 4 distinct possibilities:

1. Luffy
2. Blackbeard
3. Kid and Law
4. World Government

1- can be perfect
2- too obvious for one piece, and honestly not strong enough yet
3- no fucking way
4- maybe but ... that's too much work for Oda

The battle between Marshall D. Teach and shanks is one of the most foreshadowed events in the series. The fact that both will have 3+ Road Ponyglyph's soon gives them a very good reason to meet somewhere. Either for the final Ponyglyph or on Loadstar.
