Minato could win if he starts in Sage Mode and never opens his eyes which is feasible considering Sage Mode allowed Madara to neg EMS Sasuke with no eyes, but more often than not, Minato gets fodderized by Tsukuyomi.

Minato's sage mode is canonically hot garbage sadly

It will run out in no time. And even with SM, Minato can't bypass the Susano'o.

OT: Minato's only wincon is hoping Itachi dies due to chakra exhaustion. Minato may be faster but Itachi can react to it and has good speed feats showing he can land a lucky shot.

And Minato's lack of intel means Itachi can Genjutsu GG with finger or crow
