In fact, the Holy Knights don´t even really operate much in WG territories, instead they attack sovereign countries, so I don´t know how they can´t be compared to a military force. Maybe they´re kind of similar to like the Cia/FSB/Mi6 in that they may be involved in like coups and stuff, but it doesn´t seem like they do spying, since Cipher pol already exists.
And again, the secretive aspect of it isn´t really emphasized by anybody. The giants just seem to know when talking to Loki, and Brook just kind of knows. It would make zero sense that Kaido, Big mom, Whitebeard, Shiki, and like every other pirate in OP who was at god valley in OP just never told the public about the HK. Let alone the fact that marines work with them, and some marines leave their job, and same is even true of cipher pol.
