Future Events Who's gonna be 2nd strongest after Imu in WG

In final arc if luffy fought imu who is 2nd strongest below imu in WG side
We know all gorosei have same status and hierarchy is equal but obviously not the strength.
Aside gorosei we should also count holy knight garling and maybe Akainu if he doesnt get defeated yet.
Also who's gonna fight 2nd strongest of imu?

I have a feeling Saint Topman Warcury will be strongest before Imu.
Mercury is the closest planest to the Sun, I dont know if that has any bearing on anything but I'll put it here.
Warcury is always seated in the center and gives me the vibe of defacto leader of the Elders, but that's just my guess.

.. maybe daddy Figarland. I mean the admirals are bare at this point, we still lack Akainu but fir sure he is not so different from Kizaru or Aokiji then there are the gorosei, Saturn is already spent and the others should be at his same level, good chances we see soon all their powers. What is left is Garling who is still a mystery, still his downsides are that he is old and, almost for sure, he has no immortality operation unlike the elders.
