It’s pretty weird that the hyped 10th captain was introduced in a cover story without an official title. Back in Dressrosa there were already 10 captains but Kuzan was roaming on his own and his dialogue with Smoker was neutral on the subject. Now he suddenly changes outfit and has a some fodder.

The whole thing is a mess, I bet it’s not Kuzan but wouldn’t be surprised if it is.
