While imprisoned, a guard told Who's-Who about Nika. A random guard shouldn't know such things. A random guard also shouldn't have the guts to talk about so sensitive matters in such a carless way. We don't know where Who's-Who was imprisoned. It should have been the most secure prison the government has, Impeldown. Though it is said that only Shiki and Luffy's group ever escaped it. Oda could somehow retcon him into Luffy's breakout, but that wouldn't be great.
Maybe that guard, that supposedly jsut vanished helped him out. That guard could have been Shiryu, who can now seemingly vanish due to the Clearfruit. It makes no sense that Who's-Who escaped on his own, as he claims. Even if he was in a less secure facility, as a Devilfruit user, restraining him with Seastone is easy. Without outside help, there should be zero chance.
Before Magellan arrested him, Shiryu could very well have helped Who's-Who. That he knew about Nika could make sense. Who's-Who could be his spy. We had navy spy Drake in the Flying Six, why not a Blackbeard spy too? The Government should have noticed that Who's-Who broke out of Impeldown. They gave him a bounty after all, but that is true for Morley aswell. The giant escapad from Impeldown too, but it is never acknowleged.
