so ever since he was introduced, Oda has emphasized heavily that Who's Who bears some sort of grudge against Queen. While other tobi roppo such as sasaki also want to beat a calamity in order to move up a rank, Who's Who is the only one who has shown to have a specific grudge against Queen.
He mentions Queen's death in his introduction and then again in the recent chapter. In fact, he wants to take out Queen so much that when presented the opportunity to take on one of the supernova, he passed it up to look for yamato. This clearly shows his priorities and imo isn't something I'd expect to see for an arc antagonist. Given this, I think it is very likely that he will switch sides, join the alliance, and actively try to take down Queen.
I see this playing out very simply. Who's Who will challenge Queen, Queen will defeat him via his plague, and then chopper will cure Who's Who. After being given a cure, Who's Who will then rematch Queen alongside someone else such as Drake, Killer, or Sanji and ultimately play a major role in his defeat.
But why would Oda do this? Why would he give backstory and importance to such a minor character like Who's Who? Well I think this has to do with Who's Who's identity. From his name, "Who's Who" as well as the fact that he is wearing a mask that hides most of his face, I think it is very likely that Who's Who is either a known character or is related to a known character.
One theory I have is that Who's Who could possibly be the biological son of Dadan. Their hair, lips, cigarette, and earrings somehow made me connect these two characters.
It could also be that Who's Who will be a very important character in future arcs and hence Oda will give him special development in wano.
In any case, I think Who's Who has some sort of backstory with Queen and it is due to this backstory that Who's Who will join up with the alliance to help take down Queen.
If this were to happen, some might raise concern over us having another tobi roppo switching sides, as we all know drake will eventually flip However I think a very easy fix for this would be for Kaido to simply promote two numbers into the tobi roppo. The numbers were silhouetted for quite some time. They were hyped to be decently strong and one of them was even able to hold back inuarashi and nekomamushi in the flashback. I think its very possible that the strongest numbers could be on par with the tobi roppo.
