Imo the answer is Palpatine from star wars everyone praises Vader and how amazing he is, and he is a great villain especially in the comics and books

But Palpatine is easily one of the best villains to ever do it

Firstly let's not forget he created Darth Vader by taking advantage of the Hate, Fear and Loniness in Anakin's heart without Palpatine there would be no Vader

Secondly- he was was able to infiltrate the senate so deeply by the time they figured him out it was way to late he already has his clone Army and he already had Anakin at his side

Thirdly- speaking of manipulation, he manipulated the world and created a war just so the jedi army will make the clone troopers just so he can use said clones to wipe out the Jedi via Order 66

Palpatine is by far one of the greatest villains to ever do it and I feel he doesn't get the respect he deserves

He pretty much single handedly took over the galaxy and put the jedi order onto the endangered species list

Vilgax from Ben 10 AF/UA.

People clown on him for his unintentionally funny "You stabbed me!" line and for lacking the menace factor of the OG Vilgax.

But if we go by track record, this version of Vilgax managed to:
a. Defeat 10 heroes from 10 worlds
b. Beat around an older, more experienced Ben with a stronger playlist of aliens
c. Kill Ben/Chromastone
d. Get the Omnitrix twice and force Ben to self destruct it the second time
e. Become a god
f. Consistently bully Humungousaur in almost every one of their fights

The guy can often be written like a Saturday morning cartoon villain but he was OP as hell and much more effective than you'd think.

The funniest thing is that I've seen many of his haters claim that OV Vilgax was better...the same version of the character whose best personal feats IIRC consisted of doing a lethal Malware cosplay for one episode and bottoming for Ma Vreedle. The Chronosapien time bomb was cool though ig.

Darth vader nor any other sith is really competent at all. What did Vader even do, kill Obi wan?

Palpatine was the genius who built an empire, led a galactic civil war on both sides, had the Jedi wiped out, and didn´t even die or some bullshit.

Ghirahim from Zelda. He‘s just in one main game, but he‘s essentially the one that kickstarted the entire cycle of Rebirth of the Goddess and the Hero of Time and caused the entire timeline to happen by kidnapping Zelda and making Link collect the Tri-Force. And he loved doing what he did and was pure evil unlike other villains that were just controlled by Demise/Ganon.

If we're talking about how competent they were, then Askeladd from Vinland Saga has gotta be up there.

- Manipulated a kid who hated him into working for him for years.
- Assassinated the strongest character in the series.
- According to his band of vikings, any plan he hatched always went off perfectly.
- Is a master politician from the brief time we saw him play at politics.
- Managed to protect both his prince and his country when doing both seemed impossible.
- Went out in a blaze of glory, killing countless warriors, while acting like the king he always dreamed of being.

The man did very well for himself considering the bad hand life dealt him.
