HKs are Oda’s idealization of the what true evil is like. Hot, immoral, enemies to the world, only caring about themselves
Hot = strong, ugly = weak. That’s the logic of One Piece since Alvida became hot and suddenly a lot more important and competent, as early as Ch 50
Aside but the fact that old BM was ugly and fat as shit yet still a top tier monster speaks volumes to her prime strength when she was milf material

I think most import reasons are :
1 - They are lazy fucks so their muscles are shit so they look bad, having lots of slaves also doesn't do any good in that aspect.
2 - They don't know hunger and probably eat too much because of no self control and lack discipline.
3 - Bad character also makes people look ugly, their ugly soul reflects on their faces.
4 - Stupid hair style because no one can criticize Their fassion sense and that clothes doesn't help either.
5 - Ugly behavior also makes people perceive them as ugly.
6 - Useless incapable basically no good with no skill or whatsoever other then being little kids with no discipline.
7 - Being cruel and merciless, not a shred of humanity.
Two or three of these are enough to make a person ugly yet celestial dragons have them all.

Reason is very simple, Oda wants you to hate these nibbas. Match the disgusting acts with the disgusting and derpy faces. If they were cool-looking then Oda’s intention won’t be fulfilled. Morality and shit has an aesthetic aspect to it after all, that’s why there is the halo effect.
Now, the cool dudes like Shamrock and the gorosei will look serious and initimidating to display their competence and threat.

Hard to say all ugly are weak, but Oda likes to put it that way. BM was top tier until she got fat, clumsy, and over confident.
