no even weak early op villains have a role in the story. Two east blue villains like Mihawk and Buggy, grandline villains like Croco and Wapol. Usually villains can get a cover story at least, but the beast pirates were neglected in favor of Yamato, while the BMP were neglected in favor of Germa

Cross Guilds formation was shown in several chapters, Buggy is a major player for the one piece and he, Croco and Mihawk have all surpassed any YC's bounty wise, Including Joyboys own commanders. Kuma is maybe the first person in OP to have punched a Gorosei, and it was one of the biggest moments of the arc. That's not even including Blackbeard, who had a huge role in Egghead.
