I guess probably for the reason that Zoro might follow Nami's orders in normal situation whether Luffy is or not around but he won't follow the others.
And Zoro will take the lead in critical situation and Nami will follow him whether Luffy is or not around.

That's because they are the OG trio.

If Sanji is it, Oda kinda has a habit of making blondes VCs or second in command, not all but quite a bit.

If Sanji is not it, Oda's never actually pointed out or said a VC. Until he states outright clearly who it is, not just inferences, then it's unknown. Authors word is law and I will accept nothing else.
