They were introduced first. Then Oda as always had to inflate the numbers to give hype to the newer characters. Do we even have to talk about the current bounty of Croco and his initial bounty (80M) when he logically speaking didn't get any power up but just generic unmotivated (and indeed Oda said absolutely nothing about it) jumps in power just because Oda needs him to stay somewhat relevant powerwise.
Because the BMP actually run a kingdom with civilians willingly living there so they have very little need to go out and pillage other islands or attack marine ships unless its something specific which BM wants or someone owes her a debt or something. This leads the marines/WG to consider them not that big of a threat unlike The beast pirates who forcibly occupied a country and actively go out to raid and pillage and cross guild who's entire purpose so far seems to be actively hunting down marines.
It's easily justifiable if you consider it's well within Big Mom's character to avoid direct conflict with the WG. She is also the well-connected and savvy business-minded of the Four Emperors. It just stands to reason her crew don't engage in any activity that would draw unwanted attention to their mother's enterprise. She is, after all, very much capable of punishing her children.
An outlier, the general trend is to increase bounties as the story goes on and the enemies have to become stronger. Imo both Shanks and BB commanders will have higher, maybe even way higher, bounties than Kaido and BM top goons. While this can be obvious for Shanks now that he is hyped left and to right it is not for BB but most likely it will happen. Or the bounty of Weevil when he appears.
