Coby's hardly ever had a chance. He's had way less screen time than Smoker. Smoker vowed to get much more powerful during Fujitora's flashback in Dressrosa, so obviously he's going to be far more capable when we next see him (hopefully he arrived on the ships in 1088).
It's pretty clear that by the end of the story both Coby and Smoker will be top tier fighters. I really don't understand the squabble.
Edit: The whole point of Coby's character arc is to show a pathetic weak civilian reach the top of the armed forces through determination. He showcased said determination with his crazy growth in pre-skip. He showcased his strength in this chapter. He's still young and inexperienced (hence he's still not a rear admiral or above) and still lacks the confidence to take charge or dish out orders. There will be a watershed moment in future when he shows us leadership, at which point having acquired all three he will be the finished article.
The whole point of Coby is we see his progress over time as outsiders, the same way the world sees Luffys progress as outsiders. Coby's a scary motherfucker. He went from the weakest kid on the planet to someone who could compete with Cipher Pol (not 9 or 0) members in a matter of months and now he's just shown us he can probably defeat every arc Villain Luffy faced pre-Doffy, and that's at minimum. Wouldn't be surprised if Doffy can't tank an Honesty Impact at this point.
