I think people make a lot of assumptions about Shanks and Mihawk while having very little supporting facts. Confirmation bias leads them to make circular logic such as Shanks can't have a black blade because he's not strong enough and he's not strong enough because he doesn't have a black blade.

This is some nonsense lol

As Onimaru said to Zoro, black blade is achieved through many battles. Ryuma and Mihawk are both wandering swordsman who fought duels with top tiers for decades (possibly centuries for Mihawk).

Shanks and other Yonkos didn't have much competition in their eras and only face 1-2 max.

Mihawk as a peak level character must have something special, especially considering his title.

ACoC seems to be common, and ultra rare powers like VoAT doesn't seem to be offensive related.

These, coupled with special Swordsman must have special Sword, gave birth to Black Blade.

Also it's to balance Shanks & Mihawk. Shanks have better Haki, then Mihawk will get better weapon.
It's not about the weapon itself, the weapon doesn't make the man

The manga has stated already that the swordsman has to forge the black blade, the weapon is a result of Mihawk having superiority in a distinct quality in order to achieve the feat itself.

We only know of 2 ever in history to achieve those kinds of heights. In terms of swordsmanship it's like what chinjao talked about, a conqueror above conquerors = A master swordsman above master swordsmen

Shanks wasn't strong enough to create a black blade. It is that simple.

Skill issue indeed

Just like Mihawk dreams of splitting the skies

A feat that Oda hypes a lot
Even Joyboy while dead can still split the skies with his haki stored in a robot
Where is the scene supporting Mihawk never split the sky?

You don't seem to have a problem with Oden never splitting the sky.

I think answer lies in Shanks' personality and style of life. Even tho he is master swordsman and yonko; he is still living "hobo life" with his best friends alcoholics. Think about it, he doesnt have strict governance over his territories, his deeds are not that ambitious as Kaido's and BM's.
He just doesn't take it (path of blade) that seriously, that's the answer, i think. By the way, this is why I think Mihawk is stronger - he takes the path of a swordsman and honor seriously. We dont know about how black blades are forged, but if we consider that Shanks doesnt have black blade and Mihawk has (even tho they are equals), thats probably a closest asnwer.
