Mihawk is known to be Marine hunter in past and Crocodile definately planned ahead of time what he was gonna do with Cross guild which is marine hunting and guess how to make WG consider them as a serious threat , Add The legendary marine hunter.
Mihawk don't wanna be disturbed. He joined Warlord system so that WG and Pirates both won't disturb him. Cross guild make sure if WG attacks him it's a straight war between CG and WG. Which everyone will avoid no matter what so mihawk can still roam around freely.
Crocodile himself considered Mihawk to take the Yonkou title , by no means they see each other as equal. In fact mihawk was happy that people misunderstood and choose buggy to be yonkou not Mihawk.
For the distrust of others I'll make a thread on this , either one of the two stuff for me , first being His past with his Kingdom where Him and perona and Zoro as well Stayed for a while. There are no people which constructions of human , it was definately Populated once but for some reason It isn't anymore. Second is my headcannon. Shanks and Mihawk started a crew themselves and mihawk/shank was first crewmate to each other but unlike Zoro , mihawk choose his dreams above his captain and ended up challenging him. Why i believe so is because shanks Doesn't have his right arm anymore and Viking used to Have trained Hawks for Hunting down enemies/Prey/Animal(Marines in this case) and they used to Hold them on their right arm. Which isn't there anymore (Ik people will bring up luffy scenario which is true but Mihawk Stop fighting shanks when He didn't have that arm anymore). Also if you see match up wise. Shanks~Luffy , Mihawk~Zoro make more sense with benn~sanji(They have more similarities than zoro~Benn), Lucky roo~Nami (greed one wants money and other food) . Ussop~Yassop. That's oG 5 from East blue. I believe Davy fight might happen between RHP and CG and mihawk gets transferred regardless of what he wishes because of the rule of the game and Maybe Crocodile goes to BBP as the Final Shop commander. (just my theory , don't waste your time quoting me on this)
It is odd that the Marines don't bother Rayleigh at all knowing damn well he lives comfortably at the vacation spot of the Celestial Dragons.
But that can probably be explained by the fact that they feel more inclined to send soldiers to Mihawk since he was a Warlord, and letting them run free is a bad look for their current image.
There's a theory connected to the whole mihawk being rayleigh's and shakky son thing that connects to why they aren't captured
All it is is that one of the reasons that mihawk did join the warlord system outside of the known reasons is to protect shakky and ray
Basically mihawk making a deal the world government to not capture them as long as they stay low in shabaody and dont cause trouble. Shakky being a known pirate and the marines hearing rumors of ray being there to
Crocodile gets added strength and he wants the marines attention for some reason. With Mihawk, he gets both.

There is no hierarchy, there is partnership, Crocodile has an organization and a lot of money, he can provide Mihawk with the peace he wants and Mihawk has the reputation that adds credibility to Crocodile's organization.
Yes, I agree that Mihawk feels betrayed by Shanks. Shanks gains visibility in the world thanks to Mihawk and then betrays the rivalry they created leaving Mihawk again with no one to fight. A man who sought power now has power but has no one to give his all to. It's the same story we saw with Saitama.
1. Having more manpower is always good.

4. I think prime Crocodile used to be very strong. But someone from his crew probably betrayed him and lost his crew by Whitebeard or something. Kinda like Moria against Kaido.
For Mihawk, my theory was that, he used to have a sparring partner outside of Shanks (probably a woman), but she backstab him and Mihawk kills her? Basically a dark parallel of Zoro and Kuina.
Croco probably came up with the hunting marines ideia and knew Mihawk would be a great way to give credibility to the operário, as he was know as the Marine Hunter and os as strong as the Emperos

number 4 is trash. stop with the shanks mihawk crewmate dynamic, I've heard hat somewhere before and it's idiotic. Roo is obviously made for Sanji. Ben for Zoro. They share the same dynamic of Roger/Rayleigh/Scopper, Shanks/Ben/Roo, Luffy/Zoro/Sanji.

2. Organization that can give him have an easy life, free from the troubles of Marine.
3. They're partners. We see this often with the most competent crews. Shanks/Ben(Brains), Roger/Rayleigh(Brains), Mihawk/Crocodile(Brains though ofc Mihawk is smart as well)
I think they both understand what each bring to the table. Croc definitely respects Mihawk's strength and intelligence, and Mihawk understands that Croc is competent/experienced enough to deal with the affairs of an organization, building, cultivating it. He also has heavy ties to the underground.
4. Crocodile & Mihawk distrust comes from their past. Most likely dealing with pirates. Crocodile failed in his vision to become Pirate King before returning to the the lower level seas and turning his eyes to Alabasta. Mihawk being a lonesome pirate probably that he did have trust in the past, most likely from a crew? or his upbringing in particular. Take a look at his clothes as a child and he looked to be from a poor family.

Sanji & Roo makes complete sense. Not only is Roo the strongest combatant after Ben and Shanks, he is also the cook of the crew and has an interesting relationship with women. He is faaar beyond the level of Nami and there's no coherent similarities between them unless it's forced which is seems like you're doing because you have a headcano.
we'll have to wait and see his backstory. There's a definitely a reason he was hunting marines. My guess would be he was looking for a particular strong marine swordsman
