Questions & Mysteries Why did Oda make Lucci staying low in Dressrosa, just like Admiral Fujitora did?

I don't think Sabo's portrayal allows him to be clowned by Luffy the way Lucci was.
Yeah I know Lucci wasn't defeated and was fine, but he got utterly overwhelmed by G5 to the point he couldn't land a single hit.
But yeah, need conclusive feats to argue 100% for Sabo, but I rank Sabo by default above Lucci for the same reason I rank Zoro above Lucci.
The reason being I can't see Zoro or Sabo being utterly helpless against G5 Luffy, based on portrayal

Sabo was already a hakiman who got trained by dragon throughout his whole life.
His haki feats in dressrosa should not be ignored.

If egghead luffy STOMPED lucci without needing any sort of advanced haki, it's only right to assume that dressrosa G4 luffy could win against lucci aswell.
On the other hand:
If egghead zoro needs KoH to even the fight with lucci, it's only right that lucci would destroy dressrosa zoro due to the absence of the skills he needed in egghead to even the fight.
It isn't hard to powerscale in one piece, just keep in mind that luffy was, is and always will be WAYYYYYYYYTTT above zoro.

Lucci lost to Luffy while he didnt have haki. Lets play pretend and say Lucci didnt have haki and he learned it so he got stronger.
So did Luffy, he now has haki, so Luffy is still stronger than Lucci.
You can say Lucci has awakening which jothing says he does at that time, but even if he did, Luffy still has Gear 4th which is something Lucci didnt face.

Because both of them were too much for the protagonists, so Oda puts both Admiral level fighters in the background because it was too soon for both of them to show their real power there?
