Jinbei got a higher bounty than Sanji because he's a former Warlord. Subordinate doesn't matter.

Shanks got a higher bounty than Mihawk is to be expected considering that he's a Yonko with influence and crew like you said. If Mihawk were to be a captain of a crew with influence then yes, he would have higher bounty than Shanks.
