He's an SC so probably stronger than Peros but it wasn't an absolute necessity for him to have the higher bounty cause he was irrelevant. He was created for the sole purpose of serving as a hype tool for Urouge. Only the 3 strongest Commanders usually stand out.

Easy for him to outclass chars who never showed what they're capable of. Smoothie wasn't done justice and it got to a point where it looked like Oda did it on purpose.

Perospero's older with decades of experience and probably served as a commander in the past, going down alongside Jack said enough about portrayal at least.

Also 600 mil for someone just barely considered a commander is quite good for Snacks at his age, nothing to be ashamed of.

Oda just doesn't like the idea of making men pummeling "good looking women" to pulp (unless it's off screen I think) and he just made Smoothie too far from Nami, Carrot and the others in terms of capabilities
