it was confirmed wb did nothing to save oden's family after his death due to the risk of going to war with the beast pirates and losing even more people but went all out to save ace during the mf war.



tldr alot of this doesnt have a rational reason.

What makes you think shanks was close to oden. Shanks has more reason to save buggy from impel down than to save hiyori and momo, why should he fight someone on his level and risk the death of his crew mate for a temporary member kid

Honestly, the only explanation that makes sense is that Roger didn't tell Rayleigh about Rouge, and hence Rayleigh was unable to make the connection.
Maybe he told Garp only because was a marine, thinking Ace would be safe if seen as Garp's grandson.

Doesn't make any sense in character otherwise.
