Speculations Why did the Gorosei not just destroy Emet 200 years ago when he attacked the Holy Land?

Because he appeared out of nowhere (probably he was there since the void and they just build over the battleground where he was buried or something) started his attack but didn't do much damage and run out of energy before they could even mobilize. They gave orders to destroy it but the scientists just hide it and started studying what he was.

they didn't move to stop revos at the reverie so why they would move for Emeth ?
