maybe just he didn't want the WG to have such DF if he stated that it is a success they will want more and they will control the world easier no one could stand against an army of Dragons
he was arrested himself and is forced to do what they want but if he has a little of rebellion left in himself he would not admit that is a success.

that for sure and i think he is maybe working against them maybe for the revos or at least with Kuma , i assume the new weapons he created would turn against the WG

I doubt he’s working against them, I think he’s just a neutral. He’ll give the WG what he has to but nothing more

I think his fake DF works but Vega didn’t want to give it to the WG. This add an other layer to the Vegapunk Revo theory. Or that Vegapunk again does things against the WG.(Kuma last mission etc)

the question rather is, how would he know it is a failure?
no one has eaten it until Momonosuke came along.

Ok, so it seems implied that actually Momo's df is not a failure but true to the original. Vegapunk could have lied in order to not give such a weapon to the corrupted/evil WG. He could be the kind of scientist who loves his work but could also see what the rulers could do with his creations (let's say this is like giving a nuke to Hitler).

So he said he was a failure and Momo eventually get it so now, and more importantly in the future, we will have a dragon as a ruler and protector of the Wano country.

Caesar is a conman so any kind of result is a good result, Vegapunk could either have higher standards and just the fact that the fruit is unstable be enough to be labeled a failure or didn't want the WG to know it was as useful as it is.

Cause Momo doesn't have any control of his transformations and it seems dependant on his emotional state? Dunno if that's because of the fruit or just because Momo doesn't know how to use it though.
