They probably don't. Araki does a good deal of explaining, but the spoon feeding gets redundant. Togashi explains the shit out of things so that he doesn't have to draw. Oda works a shit ton out in his head, but might be hard to figure out because only so much of it gets on page. The stuff he talks about in the more interesting SBS segments are things that wouldn't even come out if someone didn't ask.
Anyway, Moscato didn't try to run until it was too late. Jinbe and Pedro are similarly right in front of her when she asks. It didn't happen otherwise during the wedding. So the conclusion is that she can't just do that to fleeing opponents.
Her chasing skills are consistently shit, we see her fly to cover decent ground, so it doesn't make sense to ask why she didn't catch them immediately.
And finally as it's been said, it's a lot easier to get Luffy by capturing them than just killing them. So there you go.
