Because the Admirals are stronger than probably all the HK besides Shamrock.

Loki is nobility, and granting him the privilege of being a god to get him on their side would have made conquering Elbaf much more feasible.

We barely know anything about Gunko or her whole deal, but the very fact she has Nika as her greatest fear implies she was raised as a celestial dragon in some way.

I already know some of you will say “But Shiroyru, Linlin couldn’t become a HK because she’s a CD!” And for that, I’d point you to Loki (got invited despite not being a CD) and Gunko (no Saint title or surname, so probably not a natural born CD either).

So we know it would be possible for BM to join the HKs despite not being a natural born CD if the CDs deemed her useful enough, yet Carmel didn’t even consider her joining the HKs to be a possibility. As @Elder Lee Hung and @kurwa will tell you, the HKs are known by everyone and their grandma, so it’s impossible that Carmel didn’t mention the HKs because she was simply unaware of them. Therefore, the only logical conclusion is that Carmel just didn’t believe that Linlin had enough potential strength to become a HK.

Holy knights is not something you can become by strength. It's something you get by birth or in Loki's case, being offered because they would get Loki + entire Elbaf

I keep seeing people say that the HK are a recent concept, is that meaning within story? Or just Oda making it to make more groups that should have existed but has no actual evidence until just now. Lol

Because becoming admiral automatically means that you are one of the strongest warriors in the world even without regeneration, most of HKs probably are not that strong and regeneration carries them.
