The sky doesn’t split everytime ACoC is used and Aokiji didn’t clash with Garp, they punched each other in the face.

1-WB was too sick to use CoC at that point.

He was pretty clear in making Shanks & WB split the sky and was clearly hyping CoC as a power even as early as Chapter 1.
So ideas like Fully realized CoC being a Top Tier Power & being able to Split the Heavens were already established in the series.

Maybe WB at that moment wasn't upto the mark, that may be the actual explanation.

WB try to stab Aokiji but it didn't work.

And second, WB was too weak to use Adv CoC and the Admirals gets nerfed.

Third, Adv CoC or Haki in general wasn't even a thing/fully explored.
