Yes.

Imu is not actively involved in the day to day running of the World Government, that's what the Gorosei are for.

As best as we can tell, she rarely takes action personally. The last time she acted may well have been erasing God's Valley.

That said, the Gorosei worship Imu and so would never defy her will.

To Imu, the killing of a few meaningless citizens is like squashing a bug while walking, its of no consequence. The Gorosei dont need permission from Imu for that. Its like asking your company's CEO for permission to throw a plastic cover in the dustbin.

We're talking about someone who controls an ancient weapon and has been ruling the world & fooling everyone for over 800 years.
That right to erase Islands/entire populations goes down to Kong, the fleet Admiral and even all Admirals.
Imu probably doesn't care at all. He only moves when big things need to be done, something of great cleansing calibre.

We acting like Oda has Imu in mind since early OP. Lots of current OP ideas and characters didn’t exist till recently so don’t think too much about it
