Inu and Neko stayed with Marco and the WB pirates for years : around 3 years and half maybe 4.
While Inu and Neko only stayed some months with Roger crew. Oden only spent one year with Roger and around the half Inu and Neko came back to Wano.
So story wise Inu and Neko are a lot closer to Marco than Shanks.
This can be an explanation.
And maybe Neko knows that Shanks with his Yonko status has other things to deal with. And cannot allowed himself to have a big war with Kaido.
And plot wise Shanks crew will be too much here.

In series presumably it'll be something about Shanks being unwilling to be involved in a war against Kaido, due to the potential of the other Yonko and the Marines stepping in and taking over his territory during it.

We know that marco is inactive pirate/no longer pirate. So neko know where marco would be (it is stated in manga though)
There still 50% chance neko would meet shanks. As we know shanks is active pirate and he goes sailing. It will be hard to find shanks.
After wci shanks is in some island (maybe his territory), and when reverie he is in mariejoa.
If neko is lucky he might find shanks in his territory

The most reasonable is marco already settled in an island as inactive pirate unlike Shanks...

Luffy has 2.5-4B bounty, then Shanks will play loser/death (but actually not, shanks show CoC way to Luffy so Luffy has a knowledge to be better than shanks because of haki alone VoAT.. & E.g beckman to zoro), then one of the crew beaten purposely to go to lead the newspaper to show that SH beat Shanks. So the world know SH is the PK candidate, right above BB who the only challenger_not kidd without his influence)
