there is a difference loki was going into MJ to fight the WG all alone, Ace was going after Teach who was also alone at the start & it was a WB crew specific problem.

why would shanks intervene himself, why do you think he went to WB directly?

Everyone failed Ace. Like seriously, the only big name that was dead is Roger. If you combine the power of Shanks and Crew, WB and crew, Gaban & Ray. The marines would have never been able to execute ace in such a public manner.

You are talking apples and oranges here.
Shanks just knows Ace is hunting BB, but not where. Being a Yonko, he can't just willy nillly go around and search Paradise for Ace, he would be leaving his fleet and territories vulnerable. He did try to convince WB though.
When Shanks went after Loki, he wasn't a Yonko yet. He would have been free to do whatever he wanted at that point.
