Why inconsistent? I think it is pretty good but it is much likely DBZ. I wouldn't say it was abandoned. We still have that guy who measures right? Maybe in the future he will measure it again.

The entire power scale is wrong. It's only measures physical strength with nothing else important to a fight like fighting style, other abilities, iq etc. It's a horrible metric for scaling and hasn't been used since. Kaku by all logic should have gotten stronger from eating a zoan df but even if he didn't the rating still doesn't take everything into account so is wrong.

Not only that, but Jabra pretty explicitly implies that devil fruits don't get measured, even though a shit ton of devil fruits increase physical ability

But it says that the marine doriki included the rifle or just used as illustration? I don't recall that.

Well it measures the living being capabilities. So DFs like the one of Burgess doesn't take consideration. But it is different with Zoans that enhances those capabilities passively. Is not like they activating the DF power to get stronger.
