We can also refer to bb..He attacks the dragon easily..while introducing Kaido as a monster..Why hasn't he attacked Yonko yet?
Dragon is definitely strong and is one of the 5 strongest characters for me..But I don't think it has a high bounty
Because he’s the most wanted man so it makes sense if his bounty is the highest, doesn’t have to be exactly 6 but WB had a bounty in the 5s which was the highest of any living pirate in the beginning of the story. Dragon isn’t a pirate and he’s referred to as the most wanted/ most dangerous criminal to the WG so at minimum his bounty would need to at least be higher than WB’s if his status is to mean anything. For all we know it could be higher than Roger’s too, or even higher, idk why ppl land on 6 specifically but it’s a possibility.
They called him the most dangeorus criminal in the same chapter that they introduced the 4 emperors. Those are the most dangeorus pirates but your father Luffy is the most dangerous criminal. It couldn't be more clear. There still is his lineage. Son of the hero of the navy and father of the future Pirate King. If he is not quite a bit stronger than Kaido, Big Mom and Shanks it would be lame.

His Bounty is going to be high because he threatens the very existence of the World Government. He's a man they would want to see captured at all costs.
He's not like a pirate who just wants to be free to do what they want, and typically avoid getting into conflict with the Marines and WG, and that includes the big named ones.
It would not make sense from a narrative perspective for the man who threatens the entire hierarchy of the World, to not have the highest bounty.
