He is the world's most wanted man, his main hype is his bounty. Wouldn't even be surprised if his bounty is something nearly unachiveable like 10 bil.

People think Dragons bounty will be higher than Rogers because of Chapter 957 in which we got these panel.

"There are No bounties in Pirating History" that surpass those of these two men aka Whitebeard & Roger. Since it was phrased that way its a good point to assume that the most wanted man a revolutionary non pirate could surpass them with a higher number.

I have a tiny detail about this matter. The title of Most Wanted applies to the ones living at that time. So since Roger was dead and WB was alive when we got that title card. Maybe maybe Dragon is between Roger's Bounty and WB Bounty. But 100% higher than WB.
